THINGS TO KNOW

Parking

Owners may park overnight in their driveways or garages only.  Owners and family members living with them are not permitted to park overnight (or day after day) for longer than 2 days in Guest Parking unless prior HOA approval has been obtained.  Guest Parking areas can be reserved for overnight parking by guests and long-term family members, via a Guest Parking Request Form (click on car image to the left).  Please submit at least a week before Parking Start date.   Approved visitors will receive a yellow numbered guest pass, which must be returned when the approval expires. Approvals are generally for not more than 7 days at a time, with renewals possible upon special request. Exceptions to the use of Guest Parking spaces require written advance approval from the association board.  If you have a need to use Guest Parking overnight, please submit your request in advance to: info@pioneeraustin.com .  Don’t take a chance of your vehicle being towed!

 

Owners and guests are not allowed to shuttle cars between Guest Parking spaces in an effort to avoid adherence to these rules. Cars with expired registrations may never be parked in guest parking. Violators are subject to towing. 

 

No overnight street parking is permitted in Davenport Rim between 2 am and 6 am. The towing company will make intermittent overnight patrols and any cars parked on the street are subject to immediate towing.

 

On-street parking is never permitted in areas with a red stripe at the curb and marked “Fire Zone – Tow Away Zone.” Please remind your guests and those with commercial vehicles not to park in these zones, even temporarily, since they block emergency access.

 

RVs, boats, trailers, work trucks, motorcycles, and garden maintenance equipment may never be parked in Guest Parking spaces or in open sight in the neighborhood.

Painting and Exterior Maintenance

Owners are responsible for all exterior home maintenance, and homes must be maintained in good condition. Any work done on the exterior of the home other than routine maintenance, even if it is replacement of something existing, must be submitted for approval by the Architectural Control Committee before work begins. This applies to roofs, windows, doors, railings, fences, and light fixtures.

 

When units require repainting, Owners must select from one of 12 Approved Paint Palettes (click image at left to download the PDF). These colors are from Sherwin Williams, but you can custom match them with any brand of paint.  Select a large swatch that best complements the stone color on your garage for the stucco and garage door, then use the accent colors for soffit and fascia trim. Please note that the raised horizontal stucco bands on most homes should be painted the same color as the main stucco, and not in an accent color; same with window sills and lintels above doors and windows.  

 

Your paint selections must be submitted to the Architectural Review Board, even if you are planning to repaint in the existing colors. 

Residential Landscaping

The Association contracts with landscape maintenance firm BrightView to maintain the common areas and mow and blow front and back lawns each week during the growing season, and perform occasional shrub trimming, landscape clean-up and turf fertilization. Each individual owner is responsible for planting and maintaining sod and shrubbery within the “Limited Common Element (LCE)” assigned to their unit. Please refer to the plat for LCEs. In general, your LCE extends from the street to your back fence or wall, and from the pop-out on your garage at a 90-degree angle to the street.

All areas of the LCE must have grass, mulch, rocks or other ground cover to maintain a good appearance and prevent erosion. LCE landscape maintenance policy can be found here. Owners will be cited for non compliance. The Association has the right (but not the responsibility) to enter the property at any time to remedy Owner’s violations, and Owners will bear the cost of such actions. 

All changes to the property’s landscape, other than planting/replacing annuals or small plants, must be submitted to the Architectural Review Board for approval before work begins. Any rocks used in landscaping must be a least an average of 4” in diameter.

Trash, Recycling and Yard Waste

Trash is collected by the City of Austin every Friday morning, and recycling occurs every other week. Yard trash that fits into kraft paper yard-trash bags is picked up curbside every week.

 

Trash bins may be placed curbside the evening before collection and must be off the street no later than 8 pm on Friday. Trash bins must be stored in garages.

Water

Irrigation schedule is hereAll homes in Davenport Rim share one water meter and water for household use (potable water) and landscape irrigation is paid for by the Association from owner dues. This is the Association’s largest single expense. The City of Austin currently permits watering only 1 day per week (Tuesday) before 10 am or after 7 pm. There are 70 residences on our system, and therefore each zone gets less than 10 minutes of irrigation—insufficient to maintain a healthy landscape.

 

There are things you can do to preserve your lawn and plantings – you may use a hose-end sprinkler before 10 am and after 7 pm on Sundays and Thursdays. And you may use a hand-held hose with sprayer at any time, and you may use drip irrigation (attached to your outdoor faucets) at any time.

The community's automatic irrigation system is shut off from December thru February when the City of Austin does wastewater averaging, saving us money for the balance of the year. Please minimize any hose watering during this time as it will drive up our wastewater bills.

Driveway Lights

The carriage lights that flank each home’s garage door are controlled by automatic day/night sensors located at each residence. Those fixtures provide our only street lighting. It is each resident’s responsibility to replace burned out bulbs promptly, and to service the day/night sensor if it is not operating properly.  

Pets

Only animals considered to be domestic household pets may be kept on the premises. Each unit is limited to a total of 3 cats and/or dogs. Dogs must be leashed at all times when on the streets or common areas. Animals that make an unreasonable amount of noise may be reported to Pioneer and their owners will be noticed with a warning and potential fine.

For-Sale Signs

FOR SALE OR FOR LEASE:  One 24x24 sign may be posted in front of the home, but it must be in the approved format only. Signs may be ordered from Fast Signs next to Randall’s on Ben White Blvd.  512-445-4694. 

Rentals and Leasing

Owners may lease their homes, as long as such leases are for a minimum of 6 months. Copies of leases and contact information for tenants must be provided by the Owner to Pioneer Real Estate Services, the association management company, upon commencement of the lease.

Short-term rentals through organizations such as VRBO or Airbnb are expressly forbidden.
