CLARIFICATION OF PARKING PASS REQUEST AVAILABILITY

The Board’s announcement on December 17, 2018 has apparently caused more questions than answers for our neighbors. The Board would like to clarify some important points.

1. There is no change in the HOA policy of enforcement (i.e., more Sheriff monitoring or calls to our towing company will not happen). Nothing regarding monitoring of vehicles in the neighborhood is changing.

2. The HOA website (2800waymaker.com , “Things to Know”) states that “Exceptions to the use of Guest Parking spaces require written advance approval from the association board. If you have a need to use Guest Parking overnight, please submit your request in advance to: info@pioneeraustin.com”.

A few weeks ago, when an owner asked, “how to we submit a request?”, the Board discovered that Pioneer had no Request forms, or Parking Passes available to hand out. The Board went about making up the form which was sent out, and a batch of yellow passes are now available.

3. The Board is also aware of increasing safety issues in Davenport Ranch and around Austin (see https://nextdoor.com/news_feed/ and https://spotcrime.com/). Since we are not a gated community, having proper identification of guest vehicles is one small cost-free step in helping to reduce unwanted vehicular traffic and unwanted lingering strangers in the neighborhood. Thus owners now have a way to reserve a guest spot for their visitors, without the possibility of towing.

4. The Board wishes to clarify that Guest Passes are not needed for family, weekend, last minute overnight, or casual guests – such guests may use the parking pads as you wish, with your permission. This has always been the case. Your guests are also able to use your driveway at any time without a visitor’s pass.

5. The passes are intended for guests who may stay longer than ~3 days (for example), which may cause other owners to become suspicious – yes, neighbors when walking the neighborhood notice a lot. For example, recently a suspicious car was seen multiple times for inappropriate lengths of time in Guest Parking by several neighbors. The car was eventually towed after the owner of the car could not be identified. If this vehicle was displaying a visitor’s pass from an owner, the vehicle would not have been towed.

6. The Board recommends that anyone who has a visitor coming in who will stay for a prolonged period of time fill out the request form (found on the website) as soon as possible, sending it to “info@pioneeraustin.com”, after which you will receive it in the mail as soon as possible. This assures a parking spot for your guest.

7. There is an expiration date on the pass to prevent some owners from hoarding passes and using them over and over, which would be impossible to track, and would be unfair to other neighbors.

8. This clarification note obviously cannot answer all questions or concerns our neighbors will have. The parking policy will continue to evolve over the next several months, and as usual, the Board values your input. Please continue to contact the Board with questions and concerns you may have. All Boards function best with input from their neighbors.

Finally, the Board regrets any confusion or concern that this new request form has caused. It was not the Board’s intent to create a new guest parking policy, nor to disturb anyone’s holidays.
